Preamble:
The division of the world with respect to spiritual and cultural, political and economical as well as social matters produces not only split personalities, but separates people on the whole and more and more leads to the destruction of our common environment.
Those in power (within the above mentioned areas of influence) are helpless in many situations and in conflict with themselves despite sometimes positive motives. In view of this dilemma, only a combined initiative of all people (worldwide) can help to initiate a stable ethical basis which will lead mankind in their thinking and actions. This will have to include all dimensions of every-day life (such as the whole of society: politics, economy, education, science, techniques etc.)
The cultural groups - to be understood as ethical communities - have to regain their ground and play a leading role in public.
In the course of history, human development reached its peak in social harmony only on the basis of cultural achievements and attitudes (religions, philosophy). Therefore, the neglect, commercialisation and devaluation of culture observed during the past century has to be stopped! Cultural individuals and groups have to fight for their re-valuation, have to take active part in every-day life, even by taking the offensive, but always based on non-violence
The "opponents" of cultural targets and ethical foundations suffer themselves from the growing unethical conditions around us. The basic right of a human being - the freedom of choice, as his utmost value - has to be maintained by all means, inviting "believers" as well as "non-believers" to a common ethical concord. True democracy is based on the active contribution by everybody!
Constructive cooperation, therefore, with all fields of social life (including politics, economy, industry, culture in all its varieties, social, educational, scientific and technical areas etc.) is a MUST!
Principles and Targets of the Coordination
and Information Center (CIC)
and its Round Table Organizations
· open with respect to spiritual attitudes and views of the world, philosophies and religions
towards all national and international communities resp. associations, institutions, individuals
·seeking unity in diversity
with respect to all initiatives to be taken
·follow those targets that unite
nations and cultural groups, based on non-violence
·work out the basic common denominator for a spiritual concord
and unity in accordance with the consciousness and actions of everybody
·find the synthesis of ideas, concepts and actions
reflecting the consent of all participants, based on distinct ethical principles
·affirm the basic equivalence (equal value)
of all cultural groups and their ethical principles
·clarify those basic ethical principles for all spheres of life
that may unite all people inspite of different cultural roots
·promote open Round Table structures
wherever possible as instrument for dialogue, education, information and awareness
·initiate and support "Ethical Institutions"
to launch activities to achieve an ethical and spiritual concord, on a national and international level
...we therefore APPEAL:
· to all Ministeries of Culture, Cultural Institutions,
· to all Associations and Organizations (of whatsoever views of the world),
· Scientists, individual Artists and their associations,
· Reformers of life, Protectors of Environment,
· Educational Institutions, Schools,
· Museums and similar organizations
to support our efforts and to join our ideas by participating in this initiative in order to restore the tatus
of the field of culture for the benefit of the Common Good by selected concepts and actions!
In order to get the above described CIC initiative of the International Association PEACE THROUGH CULTURE going, the following general ideas how to organize this tool are submitted below for discussion with the participants of our 1st International Round Table held in Moscow early October 2000 in the University's office:
1 - Targets: Promote cooperation between various groups (spiritual, cultural) for an open exchange of ideas on an information level, find uniting ideas
2 - Basics: independent and free participation, using the minimum common denominator among the participants ("unity in diversity"), no reference to "Guru" names or the like, tolerate different ideas
3 - Functions: collect and coordinate information from related groups and distribute in a form as under 4) - "instruments".
4 - Instruments: (1) a news letter to be distributed to "members" of the Center, (2) publishing of infos (example: "Delphis" magazine, "Call" Samara magazine, "Welt-Spirale" magazine, PtC Germany "Information Leaflet", "At Sunrise" Novosibirsk magazine, etc.), (3) "Round Table" organizations: local, regional and international
5 - Relations: the principles of relations between the single groups must be commonly defined and have to be voluntary; information, however, must be secured on a regular basis.
6 - Language: English for the international communication, and for all exchange of information
7 - Type of information: All activities initiated or planned by the groups that are beyond internal interest: recent actions, present initiatives, future plans and events, new ideas to arrive at the common target
8 - Regular meetings: the original Round Table as formed in Moscow in October 2000 in Prof. Rybakow's office plus any additional individuals and groups (as in the meeting held at the Moscow Museum of Oriental Art) should meet on a regular basis, e.g. every 3 months in Moscow to form an International Round Table to discuss all matters of common interest and to promote the targets of the Center (CIC)
9 - Main Target: Based on the principles mentioned above, one of the main targets will be the installation of
ETHICAL COUNCILS
in various cities or even countries to act as advisory board on a high level (political, economical, cultural, social, educational etc.) with the aim to overcome present selfish, materialistic, careless actions, laws and other decisions in all spheres and on all levels.
· avoid commonly wrong directions (also of group members) on an advisory ground
· consolidate activities (where applicable) of all participants
