The critical political and social conditions all over the world lead us to propose the following political ideas to all people and leading institutions in politics, economy, society and culture. We all are aware of the fact that the existing overkill-potential of ABC-weapons can destroy our planet and its entire population (including fauna and flora) multiple times.

The future of our planet is severely endangered. Many nations continue to invest increasing amounts of money into even more aggressive and more harmful technologies. According to the official version these weapons are needed for our "self-defence". The misuse of military and economic power, sometimes even in the disguise of peace corps, continues, and so-called prevention activities seems to justify military action. Therefore, especially smaller states - not having too much political or military power - will have to call an own world-wide initiative into being, for the future of mankind. Apart from some positive events such as the peaceful ending of the Soviet Union, or China's integration into the world community, the history over the past 50 years clearlyshows the failure of the present form of the United Nations. However, uncontrolled aggressive and military action can be reduced only in an improved political framework. We all have to vote unanimously for democracy, harmony, peace and non-violence! How can we get there? Several basic ideas should help to create a clear picture of what is needed.

In all democratic states the responsibility for the necessary steps to be taken lies mainly in the hands of the people entitled to vote. If we all want a WORLD PEACE POLICY it is not enough to make a cross on a piece of paper during elections. By using the existing democratic means we MUST insist that all parties integrate an efficient world peace concept into their programme. During the last 50 years intrigues and corruption - unfortunately also within the UN - caused more and more political and economic injustice. Now the moment has come to reverse the ongoing process: Either the UN will further degenerate to a marionette of the capitalistic and materialistic forces in the world -or the majority of the UN-members rejects this way of handling and develops an efficient peace policy and plan of action - in a GLOBAL dimension.

For a peaceful co-existence we need a new forum for global policy, a global federation of all states. It must include A WORLD PARLIAMENT, A WORLD LAW COURT,A WORLD-BANK AND A WORLD GOVERNMENT.

Millions of people became victims to cruel and futile war-crimes in the sad history of mankind. This clearly demonstrates the necessity of a fair control-structure. There is no other option to a global order concept. But in the long run common regulating structures will be only accepted if they are based on free will and on democratic decision making.

Only if we sincerely realise the importance of peace and non-violence we will be successful with our target. We have to create rules all together based on humanity for our global house: the earth, i.e. politically, economically and socially - to prevent the victory of chaos. At the moment many institutions consciously hinder every process of structuring the world to the better and this leads to harm and suffering for millions of people. Each event based on materialistic and unjust motives will have to force the responsible people to take action against. The most simple rule for a cosmopolitan thinking and acting was worded by the famous poet Dante Alighieri (Italian poet, 1265-1321, author of the "Divine Comedy"): "Only if we have but one UNIVERSAL EMPIRE, there will be no more wars - because it cannot fight war against itself." Of course, this universal empire would be aWORLD-WIDE FEDERATION in modern terms.

Only the right guidelines and motives may lead to global acceptance of such a new geo-policy:

1 - The present structures of the UN (that can so easily be misused) must be totally renewed! A federal framework for world-politics, including a world-parliament is needed. This must be the fundament for a supranational, independent and neutral WORLD FEDERATION, uniting also other communities (organizations) such as the USA, the EC or the CIS.

2 - The transformation of the UN into a supranational independent WORLD FEDERATION requires several new laws and regulations to be elaborated by our best politicians and social scientists. Of course, the initial members of this WORLD FEDERATION will need a small sovereign territory, similar to the territory of embassies. States wishing to become member of this Federation must accept its constitution. Another precondition is a mainly democratic constitution already applied in the new member-state itself. The criteria for membership will also require the acceptance of Human Rights and all main ethical principles necessary for a peaceful co-existence. In the long run, the aim of the Federation and a World-Parliament is the legislative and executive responsibility for all world-wide matters on a democratic foundation, regardless of any national interest.

3 - The headquarters of such a Federation must move from the USA (the UN's present location) to a neutral state with an efficient infrastructure such as Switzerland or Austria, without any further delay. The area "Vienna - Budapest - Prague - Berlin - Geneva" could be of advantage for this purpose. We must be aware of the fact that nations with a strong economy are mainly interested in their own wealth and growth and put most of their energy into their direct or indirect predominance. This is why an initiative of smaller nations, who already have a strong interest in justice, harmony and a balanced structure, could make a good start. There are several options for the location of this Federation: the island of Malta, or the peninsula Crimea, or Kaliningrad, but also Switzerland, Austria, Luxembourg or the Baltic States will have a good chance to become such a territory, as described above. Of course, all inhabitants there and the local government must confirm their willingness to become such a "UN-state", based on a referendum.

4 - Step by step this federal unit will be enlarged to a WORLD FEDERATION. States only coming into being now, such as Palestine, are certainly potential members. In fact, the number of states needing the solidarity and the protection of a world-community is rapidly increasing.

5 - In this process larger states could join the Federation gradually, as well. Before these states choose full membership they could start delegating some sovereignty to the Federation in the beginning. They could join a military alliance, for instance, or the new global currency- and economic community.

6 - The WORLD FEDERATION should in any case start as a community of smaller states, as the early joining of bigger nations could lead to an imbalance of votes among the member nations.

7 - The development of this new Federation must get strong support from the UNESCO (already uniting many different cultures at the present stage), giving them all an equal value. Education in general and the support of all SCIENCES on an ethical basis, especially of the social sciences and the arts, is vital for the existence of humanity. We all need a clear structure of justice. This structure is the ethical and peaceful fundament for all efficient social and political activities. And only such fundament can ensure that the next generation will walk on the path of peace, liberty, equality, health and real fraternity - together and not against each other. Without any doubt a confrontation would end in total destruction.

8 - AnINTERCULTURAL ETHICAL WORLD COUNCIL is desperately needed to improve the global social environment. This board must balance the interests of all members. People who are highly qualified from an ethical point of view must be in charge of this difficult task. This WORLD COUNCIL as the highest authority must make sure that all social regulations are based on strictly objective guidelines to be confirmed by this council. An INTERCULTURAL ETHICAL WORLD COUNCIL alone (integrating all different religions, confessions, nations and interests) could be in a position to judge the ethical justice and responsibility of new global structures from an objective point of view.
All social processes must be based on a common ETHICAL denominator - this is the main precondition for justice and harmony. To reach this target, the UNESCO should make preparations accordingly. Priority must be given to a broad ethical education, by all institutions. In the beginning of this development national ETHICAL COUNCILS should be formed to contribute to harmony and peace. These COUNCILS could advise politicians on a local and national level; furthermore their assistance towards political and economical institutions would be of great value. Later on they should unite and form the INTERCULTURAL ETHICAL WORLD COUNCIL. (Initiatives to build the first ETHICAL CITY COUNCIL in Russia are already in existence in St. Petersburg.)

9 - The most difficult problem to solve, however, lies in the area of WORLD ECONOMY, including the response to the basic needs of all people on our earth. Market "regulation" by artificial shortages must stop! Otherwise the weak and exploited nations will continue to rebel and the rich nations will continue exploitation. The existing technical achievements are able to ensure a good living for all people, provided that the economical system changes. All resources must be used to their best. We are in need of a WORLD-ECONOMY, a WORLD-CURRENCY-SYSTEM and a WORLD-SOCIETY, based on the findings of natural and social sciences. The WORLD FEDERATION should instruct the UNESCO to work out the basic regulations for these models. Of course also local (national) economies will continue to exist besides this global system.
The most qualified scientists from all over the world should work on a SYNTHESIS of the most successful elements of the past and present economical systems and adapt them to present requirements. And the most important step is:to subordinate economical matters to ethical principals - not vice versa.

Summarizing the above Appeal, the most important steps to be taken as soon as possible are the following:

I. Transfer of the UN into a politically neutral zone
II. Foundation of the first UN-state/territory
III. Expansion to a WORLD FEDERATION (federal world community)
IV. Gradual implementation of a World-government and a World-parliament
V. Foundation of an INTERCULTURAL ETHICAL WORLD COUNCIL as the highest authority

Dear friends of mankind and peace - and of our beautiful planet:

The above Appeal was compiled by the International Association "Welt-Spirale" (World-Spiral) Linz/Austria. The logical ideas and inspiring concepts for the field of a Global Political Evolution, based upon ethical and therefore non-violent principles, very much correspond with the targets of the International Association PEACE through CULTURE - Europe. At the same time we believe that similar concepts are available already (or soon will be) from other areas of our planet - and that mankind, including the politicians, will search for a solution in this direction, since there is no other alternative.

Let us remember that in the past especially those ideas sometimes changed the world all of a sudden (but unfortunately by violence) that were connected with progressive philosophical or ideological social concepts. Upheavals like the Russian and Chinese revolutions also belong to this category - whether we like it or not. However, Mahatma Ghandi proved to the world (a world that is used to intervene by force and military violence) that non-violent means are available to achieve great targets! And there are far more politicians and philosophers in the cultural field of last century (Nicholas K. Roerich, Leobrand, Albert Schweitzer, Berta von Suttner and others) who defined ethical solutions and standards logically leading to PEACE, HARMONY, JOY - as the most important matter of our heart.

OUR REQUEST THEREFORE IS: TO PLEASE SUPPORT THE ABOVE APPEAL FOR ACTION - IN THE WAY YOU FEEL APPROPRIATE! A GREAT NUMBER OF STEPS NEED TO BE TAKEN INTO THE DIRECTION SPECIFIED HERE, BUT A CONCERTED ACTION IS REQUIRED TO BE SUCCESSFUL! ANY ACTION (OR EVEN COUNTERACTION) LEADING TO DELAY OR DEVIATION FROM THIS IMPORTANT TARGET MUST BE CONSIDERED AS BETRAYAL OF ALL MANKIND - WHO IS DESPERATELY SEEKING FOR JOY, HAPPINESS AND HARMONY!
